So if you have a flagship card in this price bracket, how do the lower tier "70" and 80 class cards supposed to make any sense in the same enthusiast price range? I have a feeling the performance jump will be somewhat beyond the ~10% range from say a 3080 to 3090 when it comes to the 4080 to 4090. I'm struggling to believe the best price to performance card being the 4090 this generation.

The disappointment isn't in the performance of the 4090. A 60-75% improvement @4k versus the 3090 Ti in one gen is incredible. Value is context dependent, and if cost isn't a concern, then it's a good value for some.

The disappointment is Nvidia restricting 3XXX sell in to control prices, to keep them high, to make everything seem like a good value with comparative performance per dollar. In fairness, there has been notable inflation since Ampere released, so even at MSRP now it's effectively lower. That said, the fact they're hoping to keep prices elevated in a recessionary economy, with shattered demand, and new and used oversupply is very ambitious and I feel there is still room for prices to fall further...especially if RDNA3 brings aggressive competition, which it may well given it's based on a cheaper lithography, and employs a chiplet approach versus ADA's monolithic dies at 4nm.
