Looking for the best (edit: non-refurb) $30-$40 buds this season. Are these it?

Yes $35 for these are a steal.

I use the oratory1990 target, and slightly adjusted the highs and sounds AMAZING for the low price! It may be on low volume compared to others, so they maybe suited only for non noisy environments

Can you explain what you mean by "if you use a PC running PEACE equalizer"? I am just using these earbuds with my Samsung S22 phone. Does that mean these eq settings don't apply?

You are going to use Mobile so, you still can use the Soundcore app, and you can fine tune the EQ with the presets they have. I think the custom EQ on the App doesn't allow as much fine tuning of custom frequencies as you would get on the PEACE software on PC.
This is the PEACE EQ (Equalizer APO) for windows: https://codecpack.co/download/Peace.html

I use them primary for running, gym and for that the bass heavy sound is actually nice but if I'm listening at home I use Wavelet for android (free app, no root required) which auto-applies a flattened eq for a much improved, balanced sound.

Only quirk is how they go into your ear but otherwise stay in. Thinking about getting another set at this price.
