Yes. Metro phones are locked. 180 days after activation the phones unlock. Repeat: 180 after activation NOT after 180 days of continuous service. So no need to keep service for ~6 months. Be sure to NOT choose auto renewal. See metro's complete unlock policy below- hope this information helps.

now 18 months later WILL NOT UNLOCK

so passing of 180 days didnt work. need to pay service of 6 months

store had otehr issues and billing, thats a discussion for another time

2) depends, some phones show as locked until the unlock request is issued from Android settings or the unlock app - meaning they'll have to connect to TMO once and then be unlocked on reboot.

cancelling is probably the worst thing to do, since this is prepaid (just make sure you're not on autopay). either port out or let the number lapse when the period ends.
