I would go with a 13700. But there are some posters here who aggressively argue anything over the 13600 is a waste for gaming. I don't agree, but that's the other opinion. i9 is overkill unless you have needs more intensive than gaming.
Those are people only looking at today. There is a pretty decisive history on the i-5k chips working really well for gaming when they are released. It's when you look out one or two or three years they fall behind much faster. 4690k was the first shining example. don't need to spend the extra $100 on the 4790k. Fast forward a few years and guess which one of these chips is a cult classic? The 11600k is already obsolete where as the 11900k at least matches the 12600k and 12th gen was the biggest jump we have seen in years. The real issue with the current I-5 is the 6p cores. In the very near future games are going to be optimized for 8. For the past 10 years if you kept a chip more than one to two years you were always better off going i7

who doesn't flip and upgrade every 2 gens or so..?
it just makes sense, buy and i7 combo, use it for 2-3yrs and it'll still sell well, upgrades are inexpensive. rinse and repeat... been doing it for quite some time now, although i do have the benefit of Microcenter deals Smilie

I'm one of those 13600 people who don't think the $100 extra for the 13700 is worth it, but agree about the i9.

Check your local market place, might be cheaper if you buy it from there. Just snatched a i9 13900k for $450 cash a few weeks ago.

Is this a good deal?
Not really. The Ryzen non X processors are out now and provide and UNBELIEVABLE deal. A 7900 can be had for $429 and the 7700 is 329 MSRP! They may go even cheaper when released and provide a similarly level of performance.

The 7700 is the new 3700x. $330 with a Wraith Prism cooler and super efficient at 65w. However, the 7700X was/is around $330-$340. Spend the extra for a $30 cooler and go for the 7700x.

Also, 13900ks just dropped. A 500w space heater. As if the base i9 isn't hot already. HUB tested with a Artic Cooler 420 AIO and thermally throttled.

It's usually not worth the ~$30 savings for the F-variants unless you are strictly (and I mean, strictly) gaming. Intel's integrated graphics are a highly-optimized acceleration tool for video transcode, media playback, etc.
This or a dedicated video card (3090 or above?) for an HTPC playing movies in full HDR and decoding video?

You are really overestimating the hardware requirements for video decode. You don't need an i9 processor nor a RTX 3090 for simple media playback, even at 4K HDR. Intel's integrated graphics serve as a wonderful video accelerator, and an i5-13400 would be sufficient.

Intel does slightly improve the integrated graphics portion of the chip as you move up the product stack. In the i5-13400 and below, Intel equips those CPUs with UHD 730 graphics (24 Execution Units/192 shaders). If you want to get the best iGPU, the i5-13500 (and up) come with UHD 770 graphics (32 EUs/256 shaders). Double-check the Intel Arc specifications page beforehand to ensure that you get a CPU with the iGPU that you need.

Please keep in mind that I am specifically referring to video playback. If you need to transcode multiple media streams (Plex, etc), then it would probably be beneficial to get a slightly faster CPU (e.g. i7-13700 non-K). However, keep in mind that you will need beefy cooling if you opt for an i7 or i9 K chip.

Yes I will need to transcode a lot and I will be using it for editing video. I guess I should have lead with that! I'm unsure if it will be worth getting a gpu as well, if the video editing software can utilize the gpu in addition to the processor.

I used this vendor to get a 12600k for my latest build. Smooth as butter but considering the bump to 13900k.

Is it worth upgrading from 12600k to 13900k?

Price dropped to $519 btw. Seems like a decent deal compared to other prices I have seen for the same processor.

Amazon has it for $43 more and I could have it tomorrow, but $43 is $43 dollars.
