Except instead of 2x 4AH battery + charger for $99, it's 1x 2AH battery + charger for $30.

Since it's "hybrid", that means there's a male plug underneath where the battery goes in, so you can plug an extension cord into it and into the wall to run it off normal house outlet power.

If there is a 40v version of a tool, it's because the 18v version was inadequate. I wouldn't run an 18v blower, mower, weedeater, or chainsaw.
Drills, drivers, saws and such, 18v works well.

Heres an example of buying the 40v ryobi powerhead that works with all the expand it accessories. Years before there were any 40v tools, ryibi, homelite, and several other manufacturers made expand it compatible extensions for gas powered powerheads. They were under different name brands. You can buy the 40v powerhead compatible with these. I didnt see just the powerhead today on dto but yoy can get various tool versions like this one with a trimmer attachment. Ryobi also sells the 40v tools with a non compatible fixed powerhead which to me is very environmentally unfriendly and more costly too than just getting 1 powerhead and using all the expand it tool extensions instead. Takes up much more space too.

BTW, regarding 40v batteries I've had very good luck on eBay. But I only purchase on two conditions...if the seller includes a picture of the label and if he accepts Best Offers. That is in addition to excellent feedback score, obviously.
The label begins with the manufacture date of the battery. That's why it's so important. Some of these guys are peddling 5 or 7 year old batteries. But if the label begins EU2218..., that is a reasonably new battery, manufactured during the 18th week of 2022. I've done very well spotting that type of battery and then making a reasonable offer, like $37.99 if the seller is asking $42.99 for a 4ah and with free shipping. Fortunately there's a good seller not too far away from me in Florida. I've purchased from him so many times he always accepts it because he knows he won't be dealing with cross country shipping. I now have a good lineup of three 6ah, five 4ah, and one 2ah that has inherited the blower role. Now I need to convince myself I don't need any more, even if the price is a bargain.

To better explain, Ryobi, Ridgid, and Milwaukee, as well as a slew of other brands [ttigroup.com], are all manufactured by Techtronic Industries (TTI).
(The Ridgid brand is actually owned by another company, Emerson, that primarily makes plumbing tools, but has a deal with TTI to make the power tools under the brand. Elsewhere in the world, the same tools are sold under the AEG brand, with a wider variety lineup than what Ridgid offers.)
DTO is TTI's factory outlet operation, with the website and some retail stores, and serves as a side channel for sales.
Unlike Milwaukee, Ryobi and Ridgid are distributed exclusively through Home Depot, and there has to be some incentive for HD to make that deal with TTi, and feature Ryobi, at least, so prominently.
Under the agreement, TTi presumably cannot distribute the same, or "new" product through another retailer, in direct competition with HD, so to skirt that, DTO instead is an "outlet" store, offering "blemished" product, which often is actually brand new.
It meets the letter of the law, if not the spirit, and probably isn't something HD welcomes, but has to tolerate, or not be concerned enough to protest about, at least for the time being.
To brands, outlet stores are just another retail channel that can add to sales, and help dispose of old or unpopular product, but are differentiated just enough to not damage the brand or its primary sales channels. Sometimes, product is even developed for and sold exclusively by the outlet stores, or off-price stores like TJ Maxx and its peers. Luggage is one example of that.
