Why do these never work for me? Declined using a new credit card and then again a second time after getting a fraud alert from the CC and reporting that it was me.

Maybe try different card? Never had an issue with chase if that helps.

That's a lot of tax, saving less then ten dollars off a $200 card. I payed no taxes through Target app a couple months ago.

Tax depends on the store. Target does not for example which is why the discount may be less of a %, but to the total savings could actually be more in the long run.
