Anyways, I want to buy a $300 item from OD. Can I buy these batteries and then use the rewards right away to buy the $300 item? Are there exclusions ?

Tonight I purchased two AA sets. Instead of paying the store price of $21.79, I had them price match to Amazon for $15.25 each. Total is $30.50 before tax. I'll get all of that back in rewards tomorrow. I also turned in ten ink cartridges for recycling. So for about $33, I'll get $50.50 in rewards.

And even if you really didn't plan to use reward points, you could simply have OD price match Amazon. Deals would be equal then. No "better".
And if you simply did it one time with rewards and price matching, you're still ahead with OD.
Buy one pack on Monday. Have OD PM Amazon.
Get your rewards on Tuesday.
On Wednesday, buy a second pack with PM again. Use Monday's rewards and pay nothing but tax.
Now you have two sets for half the cost you would have spent at Amazon.
I would never recommend this because this arrangement wastes the rewards you could've earned on Wednesdays purchase. But even doing this stupidly, you're better off.
1. Even though I never chose this route, there were sellers on Ebay that advertised hundreds of empty cartridges for something like $10. It's easy to see how OD $2 credit per cartridge can be a money maker for some.
2. You might also consider thrift stores and garage sales as potential sources. There's a food pantry nearby that has a thrift store in it. I've donated tons of stuff to this very worthy cause. They always have donated ink cartridges past the expiration dates as well as newer ones, all for a buck each. I spend $10, then turn them into $20 worth of recycling rewards. The food pantry gets $10 and I make $10, which makes this a win-win for both parties.

If correct, you may wish to consider the following approach.
1. Buy the limit of the biggest batteries with 100% rewards today. I believe these are the 24 packs which I recall were about $33 before tax. Don't bother with Amazon price matching. Pay the $66 (before tax).
2. Your rewards show up tomorrow. Depending on the time of day that you bought them, it might take until Saturday to show up..
3. On Saturday, buy your $300 laptop and use today's $66 rewards to bring the laptop down to $234 before tax.
The result will be a $300 laptop with 48 free batteries. Your net cost is 300 plus tax on the $66 and tax on the $300.
Your almost immediate use of the rewards means you won't need to worry about using/losing them later.
Not using the Amazon PM gives you the maximum reward points and sales credit.
Since you're going to immediately use the points, why not get the most possible? If you used Amazon, you'd save about $15 or more up front but it makes no sense given the pending laptop purchase.
Same argument for buying 24 packs rather than 16. If they're free, get the most possible.
By the end of Saturday, you'll have earned $366 in sales, more than 70% of what you need to spend within 12 months to get free shipping for a year.

OD is way overpriced on most items. The exception is the clearance section. But the clearance depends on the store. In past years I got a lot of great things I needed for cheap, but the clearance in my stores has greatly dwindled in the past year.
The only exception for the year happened last week when I used my rewards to buy a Dymo 450 Label Printer with labels that retails for a couple hundred, that I got for $26 in the clearance section.
When I can't find clearance, I just get overpriced household items like garbage bags, toilet paper, paper towels, or plastic cutlery.
A few weeks ago, OD had 24 packs of water for $3. But now I think it's back to their regular inflated prices.
