Normally what you said is true, but for this specific deal, it's a Quantity-based promo. Meaning, if you buy a Quantity of 2, you get the $5. Regardless of how you paid or what rewards you used.

I had the same issue until I switched to a different tube of toothpaste. I chose qty. of two of the "Colgate Total Deep Clean Toothpaste" to get it to work. Try that and see how it goes. If that doesn't work in your location, try different ones.
