So, if I spend $12 will I be able to put the remaining $13 off towards the tip?

This is a 2 day promotion, the closer to 5pm you get the order placed, the better chance you will beat the system crash. The Doordash system will crash during this promotion. Some will definitely get free food, some will definitely get very frustrated.

I made my cart and was on standby at checkout spamming the promo code right when 5 hit. My order was accepted and confirmed right away and it's being made now. Sounds like a lot of others are having a bad time. Hopefully mine makes it to me, the dasher is there now. I tipped 6 dollars, not sure if that makes any difference in experience.
