That's because Hart is only found at Walmart. TTI owns the company.
Right, just like Lowe's doesn't sell Milwaukee, Home Depot doesn't sell Metabo, etc. Brands have certain deals with retailers to use one and not their competitors.
Other than the size, the drill behaves nicely enough. I haven't really pushed the thing in the few days I've had it. I can say it was happy to drill a 5/16" hole in steel conduit. I would consider it similar to some of the lower end Ryobi stuff. Certainly up to the job if I wanted to add a small deck to the back of my house. $30 is good but not having a second battery is a limitation. It's probably cheaper to find a battery with a second tool vs buying the battery alone.
BTW, mine did come with a battery level lights on the batteries. I don't think the pictures show that.
Unfortunately this is more common than you would think. It is called ship-a-lone. Most companies have a non conveyable department for large items that can be shipped with just the vendor box but I'm guessing some SKU's slip through the cracks or maybe they are trying to cut cost.
