I occasionally buy a $1, $2, or $3 app if it's a lifetime app. I temporarily pay $2.17 a month for storage to Google services, I assume it's not the same as Google play?

as it says FIRST PURCHASE USING PAYPAL, not first purchase EVER on Google Play.

What if it's 2.99 plus tax totaling 3.22? Either way, last time they did this I didn't get any credit.

Purchased August 10th and still no reward. PayPal support told me it could take up to 14 days, so I'll report back in a couple of days. To be extra sure that I qualified, I thoroughly checked all of my Google Play receipts since my first purchase back in 2010 (was called Android Market back then) and I can confirm I never paid with PayPal before.

No, anywhere PayPal is accepted. The reward is automatically applied to a purchase when you pay with PayPal, but you need to ensure the reward appears in your account first.

Never received the credit even though the google play showed I'm eligible for $10 credit. I made $3.99 game purchase from Google Play using PayPal.

To follow up, I didn't receive the reward after 14 days so I reached out to PayPal again. This time they manually added a $10 credit to my account. However, about 2 weeks later I noticed the proper $10 promo reward in my account. I didn't receive any notice that it was received and would have missed it if I hadn't checked the PayPal app for something else. So it worked out well for me in the end getting $20 worth of PayPal rewards.
