I see the offer in the Starz app, tap the "CLAIM OFFER NOW" button, then the next screen shows "Only $8.99/month" and while it asks for an email address and I provide a different one, it still wants to charge me through Apple for $8.99 — yes, I have used Starz before, so not a new customer.
There seems to be no way to use a different email address and subscribe through a web site. Starz enforces the "new customers only" using their mobile app.
