This is different for different products. There are things like faucets that aren't sold in CA. Those are due to regulations on GPM flow rate that it probably exceeds. Point is, it's not always the same reason for every product that cannot be shipped to CA. These are just 2 examples.
My only quibble with the case itself is the allowance for 3.5" HDDs - there's space that wasn't capitalized upon so you have to find a DIY solution (not rich enough to keep a robust media library on SSDs). As for cooling, slapped a $15 DeepCool Gammax in there with everything venting upwards and there have been no issues - though it should be noted the machine isn't used for video editing or heavy Blender renders.

If you sort by 1 star reviews - 100% of them are the 5800, rather than the listed 5600.
Edit: It appears all reviews are for the 5800. At least I couldn't find any for the 5600. That in itself is a little suspect. Wish Amazon would stop allowing this type of thing.
