I'd pass on a unit with this low power, for a beginner all you can weld is sheet metal which is not too beginner friendly. If you can find something like a Hobart handler 140 you can weld a little thicker material. If you have 220 look for something on the order of 180 amps. Dual voltage sounds great and if you are traveling without a regular 220 source you can still get the job done but welding with a 220 machine is so much nicer you won't want to go back to 120.
It's not what you're thinking regarding your outlet amps/power needed.
The 'secondary' circuit of the welder can put out 90 amps, tho at less than 30 volts. That's the electrode & ground end you're actually welding with.
But the 'primary' circuit of the welder (which draws the power from your outlet) only needs no more than a 20 amp outlet, and drawing 120 volts.

It's not like an electric stove where it's drawing 50 amps (on the primary) and where you'd need a 50 amp circuit & outlet.

It's not what you're thinking regarding your outlet amps/power needed.

There is a camel price history, you just have to do it for the welder by itself without any combo of other packaged items.

This is the cheapest it's ever been. Average price over time for just the welder is $233.

There are guys on youtube who try these welders out and critique. I watched recently one that reviewed the titanium from harbor freight.
