Nice to see some "gaming" laptops without the whole RGB Gamer aesthetic
Because most people realize having 4K resolution on a tiny screen is basically pointless since you will just be scaling everything up. 4K screens also have a major negative impact on battery life since you are pushing way more pixels around. The whole point of laptops is mobility and battery life is important. 4K/8K was made for TVs in mind, not laptops and mobile devices.
Your comments make 0 sense to me. I got the Envy 16 openbox from last deal.Timespy can reach 12300. I saw you also mentioned this on other laptop deals. But it's not true. You probably got an Lemon or using usbc instead of 200w power bricks.

This is not a gaming laptop in the 1st place. This is a Consumer Productivity laptop, same category as Dell XPS 15, Gigabyte Aero 16 and MSI Creator series. Now, you can definitely game on this and enjoy the full power of RTX 4060 because the TDP is over 100W (maximum allowed in RTX 4070 or below due to Nvidia's voltage limitation).

What about the cpu?
I have a 12900H in Zephyrus with nearly 200% performance of a 13900H in HP envy 16. The 13900H in envy 16 is stuck at 25w and 2.0ghz when utilizing full cores. The 12900H in Zephyrus in the other hand is so hot that burns my finger. Can't even use the keyboard.
IMO these productivity laptops probably all limit the power heavily

Same envy16 (13900H+4060) from bestbuy, AIDA64 CPU test: Ave 55W, 80°C, P 3.4ghz + E 2.3ghz. Furmark GPU test: Ave 85W, 80°C, 2.0 ghz. Dual test: CPU - 35W, 81°C, P 2.6ghz + E 2.1ghz | GPU - 75W, 80°C, 1.6 ghz. Dual test for Thinkbook 16p (from a reviewer test): 46w + 110w, P 2.9 + E2.8 + GPU2.1.

For envy 16, it seems there is 80°C temp limit and 90W GPU power limit. And we can't tune it as HP blocked overclocking or fan speed tunning in Omen Game Hub for this laptop. Just decided to return it for thinkbook 16P, which can get total of 150W TDP or even 175W after unlocking beast mode in bios. Personally, like design and finish on TB16p more.

Really why is it so bloody difficult to get a laptop with a 4K lcd? If you have Netflix they'll stream 1MP video unless you have the full 4K resolution which then let's you see 8MP video. Other services might do 2MP (1080P) video unless you have 4K (8MP). So because this screen is only 80% off what it should be a lot of videos are going to be 1/4 to 1/8th the resolution. I just don't think most people would knowingly pay over $1,000 for a laptop that has dreadful video.

I have the same issue. My CPU score is around 40% slower than others, and my timespy is under 9000. This is on the official 200 W adapter. Maybe the run to run build quality may be poor? What's the chance HP will do something under warranty? I really wish I had known all this during the return window and would have bought this instead. I can take the hit and sell on eBay, I suppose.
