Reviews are terrible on Lowe's site BUT one comment indicates that everyone is using it incorrectly! For 7 bucks it's probably worth the chance, considering alternatives are significantly more expensive.
  • Hammer-actuated tool ideal for fastening material to block, concrete or steel
  • Adjustable load strength for optimum penetration into block, concrete or steel
  • Easily fastens up to 3-in drive pins

Link for reference only, this was found at my local Lowe's store.

If you had read the OP you would see discussion about that.
It sounds like a good portion of the bad reviews are due to users improperly seating the housing around the firing charge, meaning the cartridge does not work.

Many years ago I used something similar to this to nail down quite a few pressure-treated 2x4 to the concrete floor in my basement. It worked very well. Without it, I wouldn't have finished my basement.

I still have my old one. But for $7, I would buy another one or two. You never know when it could come in handy.

I didn't read the reviews. This is not a high-tech equipment. There is not much to it. Sometimes a nail might not be placed correctly, but usually it's operators' fault or is caused by the variations of the charges. It happened to me a few times when I was framing the basement and didn't seat or align the nails properly.

Next time, 3/16 hammer drill bit, tie wire and 16d nail. Or 1/4 inch hammer drill bit and 2 16d nails

It was on the shelf with the rest of them in the "normal" spot for them in the store. I'm not sure how other Lowe's stores are laid out but this one was fairly close to the rest of the tools area in the store but NOT in the tool department. Hopefully that made sense...it was in an aisle.

Why would you need to have two or three 'handy?'

Saw a lot in store last time I went there in clearance section with no price so I didn't buy. I also vaguely remember watch a youtube video long time ago that reviews several brands of this tool and says this dewalt one is bad.

That's an old framers trick my dad used to use before tapcons were so ubiquitous. Basically, if you don't have any concrete nails on hand, you can fasten a sill plate to concrete by drilling out a hole slightly larger than a 16 penny nail and then hammer it in wrapped in wire, or drill a bit larger hole and then hammer in two nails.

This video explains it better.
