Plex has two pieces. One piece is the server. You would install a program called Plex Media Server on your computer. Then you tell Plex the location of all your movies and media you own. It scans everything and organizes it.
Then you go to your smart tv devices (fire tv, android box, roku, etc) You can install the Plex CLIENT on these and watch the movies from your Plex your server.
Plex is free if that is how you use it.
The Plex PASS is just some additional features for Plex. It lets you watch movies on your phone/mobile devices. You can download movies from your server. It allows "hardware transcoding". Skip intro/skip credits, etc.
Plex lost their way long ago. I want (and bought) to play local media, not have them push their stream crap on me.
Long time Emby user. Love it. UI isn't as polished as Plex but it's worth the effort to use because of my hate for plex streaming.
Also JellyFin.

I got my lifetime pass a few years ago and I'm happy with it. Honestly, I forget what features Plex Pass gives me, but I use Plex all the time, so I feel like I've definitely gotten my money's worth. I have a seedbox, so I don't ever have to worry about my network configuration at home. I would love to try either jellyfin or emby, but my seedbox only allows me to use one of these at a time and I am definitely not turning off Plex just to try them out.

Plex does collect:
Configuration data. Information about your configuration or use of our Services when you create a Plex Media Server on a local device, connect to a Plex Media Server that you or another person have configured, or download or connect to a Plex app, or interact with or use other Plex software or Service. This information may include an IP address and port number(s), the name of a Plex Media Server, and information used to secure access to our Services
Application Information. When a request for information or content is sent to a Plex Media Server, we may collect an application identifier that identifies which application sent the request. An application identifier uniquely identifies a particular copy of an application. That is what they gather. This is strictly a "We are getting legal notices that most people from a certain provider are selling services, so we're going to block it because that's not in the TOS for Plex".
On iOS, at least, when you flip to another app, Plex iOS stops downloading, leading to a bad experience. If you keep the app front and center (and even better, if you're near your wifi router for better speed) then it's perfectly fine.
Requires a little babysitting...
Last I checked for Jellyfin I need to twiddle with my Network settings a lot more, and introduce a reverse proxy that I host somewhere myself. Is that still the case?

And that last part (charging) is why Plex blocked it. The provider has a rep...
Also you need to keep that server up, connected and running 24x7, which might not be feasible for everyone

Using Jellyfin now. Mostly music at this point and we like it... has a Roku and android apps so can play anywhere around the house.
I guess I won't really know how well the video streaming works until holiday season, that is when we watch old xmas movies etc. I tested it and it seems fine but haven't watched an entire move or multiple movies yet.
I find it trivial to ignore Plex's streaming services; I turn them off for my users and we don't worry about it again. Not sure why you had any issue.
I like Jellyfin; no doubt. I just think it's not nearly as polished as Plex.
