At first glance no, not with that CPU, since you'd ideally want something with an intel CPU that supports QuickSync for faster transcoding.

Depends on how much storage you need. And a proper backup solution includes offsite, so 16tb mirrored, plus amazon cold storage or something.

I'd never trust my data at an external host lol. I'm thinking of getting 5x 10TB drives and throwing it in Raid 5. Doing weekly backups of all computers. I have about 10TB of data in all my external drives and I really need to organize it.

No. You want at least intel 11th gen for av1. Prefer 12500... there is usually 12600k combo from microcenter. You can buy a n100 to act as a server for this data holder.

No. I would recommend at least a 4 bays for data holder. I would recommend 2 parity. The other drive dying during rebuild is going to be a sad sad day.

For cheap build, go for omv on old computers. You can get old nvidia gpu to deal with transcoding. Even a trash computer from 5 years ago can do this. Get all your old 1tb and 0.5tb drives together.

Build your own NAS. It is cheap and you have luxury to try out many open source NAS OS like TrueNAS and openmediavault. You can find decent seconds disk deals from serverparts. I will go with atleast 2 disk to setup mirror RAID. Chances of failing both is slim but you can increase your RAID# as your dependency on the data increases.

If you want to play your Plex locally within your network then you don't really need transcoding, you can play original content as is without taking any hit on CPU. If your requirement is to transcode then get something like a mid tier intel gaming desktops with atleast Nvidia 1660 graphics card. You will find the deals on Slickdeals for about $500-$600 + disk cost. One additional advantage to get out by doing this is, you can install your own NAS OS, or virtualize it with Proxmox, and you still have enough horsepower to run containers and VMs for other things you want to do.

I have 3 Synology 2 locally 120TB and 1 remote parents house that back up the 2 synology

I can't use Amazon cloud or ill be in Smilie trouble.... /cough plex /retro gaming

OpenMediaVault is a disaster to troubleshoot if something goes wrong and something goes wrong if there is power fluctuation and your system shuts down. I would not recommend OpenMediaVault for anyone.

This is actually a good deal as it comes with two CMR drives, 16 TB each per my research. Just one Seagate Exos X18 16TB would cost right now around $300, do the math. It's perfect for basic file sharing purposes providing some data mirroring option. People talking about plex server they don't even know what they are looking for. If you have devices that have plex app and capable of transcoding 4k (plex pass via hw accelerated streaming feature), you just need to point it to the source files without having to use the source device's CPU.

I got this Deal. It took about a week for it to be delivered. It took about 24 hours for the Raid 1 mirror to finish the initial synchronization. The web interface is simple. I have SMB and ISCSI configured. I get over 200MBs on file transfers to the NAS.
This NAS has 1GB of non expandable RAM so you will be limited on how many docker container applications you can run on this NAS. (I am not planning on runny many apps on this, since I already have a home built NAS that I run my virtual machines and docker applications on.)
I have this NAS in my Office near me. The NAS is quiet but the Drives are not, they make clunking noises as they do seeks while in use.
The NAS puts the drives asleep not while not being used. I am not sure if that can be adjusted, I have not looked yet.
Seems like a nice starter NAS, but if you plan on running a lot of Apps, a NAS with more RAM would be better.
