To Qualify for this Offer:
- You must be a new Google Fi customer. A new Fi customer is someone who has never had Fi service or someone whose last day of Fi service took place more than 180 days before making a purchase with this promotion.
- To qualify for the discount, you need to do all of the following:
- Activate the phone on the specified service plan within 30 days of the shipment confirmation email and keep the qualifying account active for 24 months.
- If purchased without device financing, the full device price will be due at time of purchase and you will receive $499 / $699 (depending on phone/plan selected) back via 24 monthly credits.
- If you cancel service at any time before the 24 months, you will forfeit all remaining monthly credits.
- You must activate on the same Fi account used to purchase the phone or be a member of the purchaser's group plan.

They realize the potential for profitably selling the bundled phone and block it for the promotional period. Google's argument seems to be that an IMEI change involves a temporary deactivation of service, which means you violated the terms about having 24 months of unbroken activation.
Given that logic I'm not sure what they do if your phone malfunctions or gets lost/stolen during the promo period, but I'd hope they'd give you a waiver.

The credit will be applied toward monthly service costs, such as data, calls, texts and device financing, over 24 months. The credit is tied to the person that activated the device. The device activator may switch phones during the 24 month period, but must keep their Fi service active in order to continue to receive the promotion bill credits.
From reading the last sentence it makes it seem like you can switch to another phone as long as you just keep the monthly service.
