As the person mentioned a full meal usually means a drink(non water) and chips and guac for a lot of people, which puts you right under $20 if you get normal steak over $20 if you get the new steak.
Sadly they still don't allow you to add multiple gift cards though. I just have a Google docs file that keep track of mine with since I usually stock up on a few when I see deals like this.
