Is it worth upgrading my Win7 Pro PC (Vostro 270S Intel i5-3450S 2.8GHz) that has 4GB RAM to run Win11 Pro? I would need to buy 2 8GB RAMs for about $45 and Win11 Pro for about $200. Or just buy this instead for $500? Which options is better? If I should buy this instead, can I sell my old PC and how much may I get for it?

Your old PC is probably not worth much. I think it's better to donate it to a charity or something. This will be much faster.

Windows 11 will not install on a CPU that old, and it also won't like that that machine doesn't support TPM 2.0. Even if you hack past that, driver availability and other issues will likely make it very unstable.

Seems like Dell scrape old parts together to get something out of them. But I like it small. Sadly can't figure out if I can add another RAM. 8GB is too little.

Edit: Let me say original price tag of 600 is a bit not serious. More attractive if final price is 400.

i5-3450s passmark speed rating is 4,375
i5-13400 passmark speed rating is 25,097
So obviously there is a serious performance difference between your machine and the one mention in this post.
I think your comparison should be...

Have no idea what size drive you currently have in your 270s, but since the 270s only has two sata ports, one used by the internal hard drive and one used by the internal cd drive, you will be removing your hard drive to replace it with the new ssd. you could temporarily connenct the new ssd to the sata connector being used by the cd to clone the original hard drive to the new ssd, and then replace the original drive with new ssd (and reconnect the cd). Once the pc is booting to your new ssd with clone of original drive you can go on to upgrade Windows 7 to Windows 10 with an in place upgrade found on the below link. the upgrade is free as long as you have a legitimate licensed copy of windows, and the vostro 270s was only sold with windows so it will automatically activate. if you have 7 pro then choose 10 pro, if your system originally came with 7 home then choose 10 home https://www.microsoft.com/en-us/s...ndows10%20 (windows 11 will not install on your 270s)
$75 to upgrade your perfectly good vostro 270s with more disk and more memory than the new $500 machine, or the new $500 PC with much faster processor, faster video card, 1 year warranty, and newer windows 11 (yuck).
edit: highly unlikely there is anything in 'pro' that you need. the biggest difference is its ability to join a domain in an office that has a mcirosoft server and the built in microsoft remote desktop application (and there are many alternatives, even free alternatives, to microsofts remote desktop).

show me where you can a config like this for $400 from any manufacturer today - if you can't, and i suspect you can't, then why post such nonsense.
so what if the integrated intel 730 video card has a HDMI 1.4b (1920x1200 max resolution output), this system has a PCIex16 slot and 180w power supply so you could add any video card of choice... but if you were looking for a gaming machine then this is not a good choice for you. this is for general computing, one might say business computing, with an extremely fast processor for a low price.
last month there was a similar sized lenovo with the same processor/memory/ssd but no PCIex16 and Home instead of Pro for $450 (now $500 on lenovo.com). That is the realistic market comparison, not made up prices that you pull out of the thin air.

this post is about a vostro 3020s and your link is to an inspiron 3020s.
that said they are very similar.
this $500 vostro from costco has 8gb vs your amazon link with 16.
they both have a 512 gb ssd but your amazon link additionally has a 1 tb mechanical hard drive.
this vostro has windows 11 Pro vs your link that has Home
this vostro from costco has a 2 year warranty and 90 day return vs your amazon link that has a 30 day return subject to 15% restocking fee and a warranty that when clicked says please contact seller (and the amazon seller is not dell, and not amazon, but some thrid party called XM-ELETRONICS LLC who may or may not be authorized dell resellers.
all that said... the hardware is identically, but the bios is different. vostro is tested for network environments, and support for vostro is somewhat better as it goes to teh business division of dell.
i see nothing compelling about the machine you linked to on amazon that was $80 more (not $125 more) to lose pro for home, get a 1 TB mechianical drive, a terrible return policy, and at very least a year less warranty (and potentically no warranty at all).

but you are talking nonsense, unless of course you have a time machine that you didn't mention. you are comparing what is available today with what was available in the past. i can remember 22ยข gaoline, so should i refuse paying today's prices to teach those oil companies a lesson? doh!

also, this dell is over 25% faster than that hp (hp 19902 passmark vs dell 25097 passmark), this dell has 11 Pro vs 11 Home on the HP (a $50 value), This dell has a 512 GB SSD vs 256 GB in that HP,. the HP does have a bigger power supply and a much better better video card, but all said that HP should be $70 less, and it was i don't see that as a better value. different, but certainly not better, and you got what you paid for. good for someone that want to add a much faster video card, but otherwise i see this dell as a better value even if you could go back in time to get that hp price.
