I mean, it depends what you want, what your budget is, how much you game, etc. Value is subjective. I have a 38" ultrawide 1600p 144hz monitor that I love, and I want a GPU that will drive it. Do I need it? No, I'm a 30-something dad that plays warzone with buddies. Do I have a lot of discretionary income and it brings me joy? Yes.
Get a 3060 TI or a 6750XT if you want good performance/cost balance.

Nothing is comparable to the 4090. This though is a great bang for buck for the performance you get and the price of the 4090 isn't exactly worth it at $1700 or more (unless you only want an nvidia card). I have a 4090 and I've been going through some headaches with the proprietary power connector and I would have just picked up one of these XTX cards if I were to do it over again. At the performance level of these cards, it's just overkill for anything you want to run.

If you made a typo, you might be able to get an XTX for below 700 soon, but much of that will depend on how well the 4080 Super performs and at what price it launches.
NVIDIA does not seem interested in lowering their prices, so I wouldn't hold my breath for new 7900 XTXs falling below 700 anytime soon, but maybe used?
If the new 8900 XTs are somehow able to get near the performances of the 7900 XTXs, but with much lower power and price, mixed in with improved ray tracing performance, perhaps we'll seem some clearance sales below 700 around this time next year. Too bad there won't be a 8900 XTX... Hopefully the 9000 series knocks it out of the park so that NVIDIA will be forced to lower their prices.
Edit: And yes, the supply issue was also due to everyone trying to get their supply into China before the restrictions went into effect.
