Is this for people who don't work office jobs but dream about it?
Can't wait for world of goo 2
This and 7 Billion Humans are a lot of fun as somebody that's never programmed or coded before. Highly recommend checking it out if you enjoy problem solving.

Would this appeal to a 10 yr old who lives to boss her 7 yr old sister around?

I only added it to my library in hopes that my 8yr old son would be interested and play around with it lol.... Sounds like it might be a bit too advanced but who knows...

I think it's like computer building simulator or the lawnmower one lol. For someone who works in management this sounds like a terrible way to spend my free time haha. I'm sure it's still fun.
I can confirm that working in an office, managing people, is why I prefer titles that involve a fair degree of murdery game play.

This game sounds like my job. My boss delegates work to me. If I fail he gets the credit and praise for fixing the problem. If I am successful at my task, he gets the credit and praises as well.

Game Scenario: You're an HR Executive for a publicly traded company. You come to learn that an asset management company called Blackrock has gained control over the financial market and its largest source of funds comes from one huge state's pension fund so Blackrock must follow the state's rules. That state requires their funds to only be invested with asset managers who follow strict guidelines and also require those strict guidelines of the companies they fund. These guidelines, called ESG, include numerous social engineering aspects including mandatory DEI metrics. Your board and CEO have informed you that unless your company meets these ESG and DEI metrics they will lose access to the funds needed to be competitive. Your mission is to develop DEI metrics that will reduce the number of over-represented groups (straight white males) while increasing the number of underrepresented groups to meet the DEI portion of the ESG requirements. But you must do so without overly inflating company salary costs from hiring those with less experience and find a way to do it such that it doesn't violate the EEOC's rules that make race-based quotas illegal. Hint: Never use the word quota, only metrics. Implement career enhancement and development groups for only underrepresented groups, have special events to foster networking that exclude the over-represented groups, when these fail develop corrective actions such as redistribution of raises from the overs to the unders, and when those fail stop raises completely for the overs and announce the company has changed the 401K plan to allow access to funds for those 55 and over as that's the group with the highest over to under ratio.

I tried this game out for my daughter to assist in her computer science class. It's good but some of the ideas they have are kinda confusing to a beginner.

Any other similar educational coding game for teens? that is closer to block style coding but a fun game.

Don't mind paying one-time but will not pay subscriptions.
