How about using this on a PC to get another screen output? Any USB C port would do?

Not all USB-C interfaces are compatible, ONLY works for USB-C 3.1 or thunderbolt 3 port interfaces which support "DisplayPort Alternate Mode".

4K@30Hz (3840 X 2160p) : The resolution and refresh rate are also determined by the performance of your devices. If intend to display 4K content, please make sure that both your input and output devices can support 4K resolution.

Need Additional HDMI Cable: To achieve 4K@30Hz, please make sure to use a HDMI 2.0 cable. (Not in the package)

Make sure your laptop or phone support USB-C with DP Alt Mode.
Choose the correct HDMI input source while using this Type-C to HDMI adapter.
