After adding the base game to my GOG library, I don't see any sign of the DLC bundle that was included as a token of apology.

It's definitely the Pi-hole. You have two options: after the link is blocked and the page doesn't load, go to the Pi-hole query log, find the blocked entry and click the "Whitelist" button in the last column (this is the permanent option). The other option is to use the temporary disable button to stop the Pi-hole for a specified amount of time (10s, 30s, 5m, etc), then click the SD link again.
