It even does magic tricks easily with a well placed AT command in case it somehow loses its IMEI. (For those with free lines)
Instructions are below straight from the listing
AT&T
[Upgrade to the latest firmware]:
Download the latest firmware from cudy.com/lt500_software_download
Unzip the firmware.
Connect to LT500's network via WiFi or Ethernet.
Follow manual instructions to log into the web management page of LT500.
Go to Advanced Settings -> Firmware, Choose the firmware you unzipped to upload.
Wait 2 minutes for it restart.

Follow [Upgrade to the latest firmware]. #Very important#
Go to Advanced Settings -> IPv6 to enable it.
Go to Advanced Settings -> TTL -> Custom and set TTL to 64, set HL to 65.
Go to General Settings -> 3G/4G , Set APN profile as Manual, Set APN as VSBLINTERNET, Leave username and password as blank, Set Authentication as PAP+CHAP
Save all the settings and then check. Done!
[T-Mobile & T-Mobile B2B Static IP]:
Follow [Upgrade to the latest firmware]. #Very important#
Wait 2 minutes for it restart and then check if the router connect to the internet, if not, follow below instructions.
go to General Settings -> 3G/4G
Set Network mode as 4G only, Set APN profile as Manual, Set APN as fast.t-mobile.com (Note:for static IP plan, set APN as b2b.static ), Leave username and password as blank. Set Authentication as PAP+CHAP.
Save all the settings and then check.
If the internet still not work after all, then please wait 5 minutes and then go to System status -> System card -> More details -> System log to download the log and send it to our support team.

May work for a little while, but then might be deprioritized because this IMEI isn't a phone itself. However, you can combine this, and the Tmobile $15 device hotspot that is available.
If you have a broken/unused phone and a bit of "Magic" it can work with no deprioritization. Otherwise a T-Mobile $15 business tablet plan would work well. (IRS will issue you a tax id free for your eBay business you plan on having at some point in the future) T-Mobile will only need that IRS letter you can print as proof and an ID.

That one you listed isn't a modem and doesn't take SIM cards, it's just a router.

You can just pop the $10 sim in no settings changes needed.
If you want to use "magic " to change it to, so it will identify as a tablet, or phone, you can if legal in your country. Though I've read on various sites it isn't needed.
Some guy I read about in another country has a Cudy that identifies as a galaxy note with a smashed screen and adjusted the ttl to reflect on phone data use rather than a hotspot use.

That should give you a YouTube video in the results (not mine) it may help but all you really need is the link to a "netbuddy.co" pdf document.
It includes straightforward instructions for anyone who has a router that identifies as a phones imei and just needs a little more help to be its best self. It has a link to the AT command line and the command you need to use.

On TMobile It may show as a random flip phone, but you do want to adjust the ttl to phone settings, I believe 64 on TMobile if using a phone sim. If the imei magically changes to say an iPhone then TMobile will show it as an iPhone. It's important that only 1 instance of an imei can exist at any time. So the donor must not be used from that point on.
I will need to get an IMEI number for a tablet.. I guess....
