This seems to be the new thing. Is this to prevent people getting a credit right away and then returning the product?

P&G continues to shrink their products (less sheets) but not their prices. It feels like a scam honestly.
A scam is when they give you something different than what they advertised. This is inflation. You can thank your government for printing lots of cash and handing it out. Devaluing everything.
Edit: may I know the reason for thumbs down. This was an honest warning as Charmin tops in clogging toilets
I tried one of those accordion style plungers - didn't work, they're made of hard plastic and are junk. I couldn't get a good seal (at least mine was - there could be rubber ones, idk). So I went back to my normal rubber plunger - nothing special, bought it from target as a kit with the cleaning brush. And learn how to use a plunger (the rubber part needs to be filled with water to seal properly).
The 5th time I clogged it, I eventually got it unclogged but had a slow drain. So there wasn't enough pressure from the rim jets.
The final fix was as follows (for a slow draining toilet or one that clogs constantly): get normal vinegar and pour it down the overflow spout. This will help clear out the rim jets. After that, get a bucket/tupperware container and fill it with the hottest tap water you can. Pour dish detergent into the bottom of the bowl (the hole where the poo goes) and just start pouring hot water down it until it flushes. That'll help lubricate things in there. Dont use anymore dish detergent, but continue filling the bowl with HOT tap water and letting it flush on its own. Then do another round of vinegar down the overflow pipe.
THEN, I got the Drano MAX GEL: https://www.amazon.com/dp/B000ST1DZO and did the same thing with the hot water and the drano. Did a few more rounds of vinegar.
Now you can get crazy and clean out the rim jets themselves (a lot of people use an allen key?) to clear out all of that calcium build up that's in there from hard water. But for me, I've taken some large dumps since the procedure - not a single clog
Point is - you DO need a good plunger, made of rubber, that gets a good seal. And you need to know how to use it (youtube videos). If you can't clear a clog it try some of the above methods. If it's real bad and about to overflow and it's not draining at all, then probably go straight to the vinegar down the overflow in the tank, and the drano down the bowl? Youtube is your friend on this - every single human poops. So there's plenty of videos.
Anyway - thanks for the deal - cheaper per roll than the 18 pack

Deal Editor's Notes & Price Research:
It ends up being cheaper per-roll than this deal even if you subtract the promotional credit from the Amazon price.

This Amazon deal is $0.00349/sheet, assuming you get the credit.
Does anyone know if this is exclusive to Costco online?
Has anyone seen this sale in-store?

Possible, but it's a repugnant practice that most these days can't afford to gamble.
Long term this won't work for Amazon, but some young dummy in corporate is willing to gamble the money that isn't returned in over a months time, will add up to a small increase profits in the bank account. But people will try once, get tired of the wait and instead move back to Costco/Sam's Club for TP.
Forcing Amazon to eventually drop this gimmick in a year, then struggle to get people using them for TP purchases again.
