They do occasionally have good deals on specific cruises, but those deals have nothing to do with the advertised "sales". E.g. last year in October I went on a 6-night Mexico cruise on Celebrity Eclipse out of LA for $350 in a balcony cabin. That was an actual deal. The sample "deals" OP posted are regular, everyday pricess.
How do I get the best price for 6 rooms?
1. Directly with Celebrity Website?
2. Call Celebrity CSR?
3. Travel agent?
4. Expedia, priceline, etc 3rd party website?
When it comes to free passenger, you will still be charged for port fees and tips, depending on port, can easily add up to $500 or more

You want a single supplement, preferably $0.00, but good luck with that. 50% is more common . Some lines don't even offer it.
I use a travel agent and try to book a year out or more, but she comes up with deals every now and then as well. From a year out she can sometimes get a better deal, sometimes price, sometimes perks and will change my booking. Almost always a different cabin, but that's OK.
Cabins open up on the day(s) final payment is due and sometimes there can be deals that week on cruises that are more popular. This isn't just people deciding not to go, but also some agencies buy blocks of rooms at a discount and don't sell them all. Rooms that can sell out quick can also be higher than they were a year ago. Just the way the pricing works.
