No they dont, and please dont pass misinformation on this. You obviously have no clue what you're talking about.

https://travel.state.gov/content/...hotos.html

"Unacceptable— Background is cropped out using a photo retouching tool, altering the outline of the head, face, and neck

Photo tip: Take your photo in front of a white or off-white background instead of cropping out the background."

"Unacceptable— Glasses not allowed

Photo tip: Even when glasses are worn every day, you must remove your glasses for a photo."

There are plenty of travel horror stories posted on the internet from people taking their own photo.

Thankfully the state department's systems when they scan and store your photo will catch things.
Charging $25 for passport photo? What a rip off!! Don't wait till 2/29 if you need it soon or later.
If you make passport appointment at USPS, it only costs you $15 for passport photo. Or even cheaper at Walmart Supercenter or Rite Aid where they charge you only $7.

Basically you have to wait till 2/29 only to save $7? Damn, my lunch meal is more than that.

Screw Staples for charging almost 400%.
The passport apps are nothing but photo recrop apps to make your photo passport size. They dont warn you of any restrictions like you can not wear any type of eye glasses on your passport photos. But the app's screenshots on their app store's page have people wearing glasses. lol Plus all of the other restrictions that the U.S. and other counties have.

Also if you take your own, make sure you light yourself up bright in the photo. Any shadowing will cause your passport to get rejected. Body slightly turned? Rejected. Background is not 1 solid color? Yep.

There aren't many Rite aids left. And none anywhere me. Walmart is NOT $7, except if you bring your own pic. They dont do the picture taking. So Staples is a great deal being free.

Worked for me around 3 pm PST. There were no lines pretty much all day at my local store.

No, not sure why people think there'd be a stampede for these.

It says 29,000 free passport photos nationwide, so it'll be dead by the time it hits Midwest, much less the west coast. This is gonna be a waste of time for people driving there to find out it's over, it's like the chipotle coupon people are running this. 29k for a population of almost 400m, good luck!
I'm in Southern California and the coupon worked for me at around 5:30 PM my time.

I redeemed this around 5:30pm EST right after work and took like 2 minutes, and they knew about the deal. Actually I was very not prepared to take a photo (had to take off my winter coat, scarf, etc. it was COLD), and it came out horribly, but free is free LOL. It was $17.99 plus tax before the coupon. That is a lot for 2 passport photos that aren't well done. I will probably get passport photos professionally done when I renew my passport because I'll be stuck with it for 10 years. These will be good as extras in a pinch.

I guess they don't follow the State Department passport photo guidelines. My wife took advantage of this coupon during lunch at work, and they came out horrible, which is expected for photos of this kind. However, they didn't adhere to guidelines about how the head needs to be positioned in the photo... her head is waaaay too small. More than likely, the passport renewal would be sent back with instructions to submit compatible photographs, if these were used.

You just got someone who didn't know what they were doing. Their software has a face/shoulders template for US Passport spec that makes it hard to mess up, but it sounds like in your case it's still possible. I'm sure if you went back, they'd retake the photos given the oversight.

The other place they can mess up is in cutting the photo, as they use a manual punch to cut it. One of mine they cut slightly off-center, but still usable. If it's too far off, can always ask that they print out another. Must cost them like 10 cents per print.
