Put the inactive RP sim card (any ATT sim card) in the sim card slot. Power up your phone, connect to wifi. Wait for the phone to activate. Then you can go through the usual phone setup and confirm that the phone is sim locked under general -> about. Next go to att.com/deviceunlock. Start device unlock. Do you have att phone number? No. Type in your phone's IMEI (do NOT put IMEI 2, this is esim) then fill out your info on next page and submit. You will receive one email from at&t right away to confirm your request. Click to confirm and the second email should come soon with confirming the device is now unlocked. At this point, take out RP sim card and put a sim card for T-Mobile or Verizon (or any of their MVNOs) in the phone. Restart the device and it is now unlocked.

phone is unlocked out of the box, but it will lock to the first sim you activate it with, so best way is to buy a H20 sim card for $1 and setup the phone with H20 sim card inserted, that will lock the phone to At&t company, after that, just go to the At&t portal and ask them to unlock it

Good to know. I'm already on an AT&T plan, so I'll probably just move my SIM over.

The correct term is the phone is locked out of the box, it just not locked to any particular provider. You can check IMEI online before you do anything, it will show phone is locked.

Technically you can use a Verizon SIM if you have an active Verizon line AND plan to use it with your Verizon account. After 60 days Verizon will unlock it per their 60 day policy.

People here suggest using a SIM that uses ATT towers to activate the phone because ATT records will show that phone is NOT tied to any installment plans and should be fully paid off therefore generating the immediate unlock request to the Apple Activation servers. This method is immediate and you don't have to wait out the 60 days or more from Verizon, T-Mobile or other providers, etc.

Once you get the ATT unlock approval email, insert any other SIM card, reboot phone, it will contact the Apple Activation server and get acknowledgement that it should be fully unlocked and stay unlocked forever.

You can always activate the phone on any USA carrier that you have an active SIM card and plan to use it with that carrier. It is only the unlocking policy that differs from each cell service provider and ATT is the most lenient and fastest hassle free one.
