As someone mentioned previously, there's no electronic circuitry needed in a regular outlet. Those basically just provide a straight through connection for two wires. You could literally just clip the two house wires directly to the device plug contacts and get by without it entirely if it wasn't a horrible safety hazard. But changing the 120V AC to lower DC voltage requires an actual circuit board with many more components. Also, they're still kind of a novelty right now and aren't produced at anywhere near the scale of the old style.

Because these require a rectifier to convert ac current to dc current (usb). They also all are considered vampire devices because they consume electricity whether you have something plugged into the USB port or not. Some will have "advance" circuitry to minimize the vampire draw. End of the day, usb standard is constantly changing while your 3 prong ac outlet is not. A lot easier to replace a wall wart than your electric outlets when usb standards change.
