Does the "USB C female port" support display out? I have a kvm monitor that can do 65w charging and display through USB C. If I could hook it up to my laptop charge it and have display via its USB 4 port then also make use of the Ethernet port on this adapter I would be happy.

I won't recommend plugging in any USB-C docks into the Nintendo Switch that doesn't say it supports it. Or even the dock says it works with the switch there is still risk of damaging the switch, see the nyko switch dock bricking debacle. Anyway the issue with the bricking was the power input (PD) feeding into the dock the passing into the switch at a higher voltage then it was ready for. So if you plugged in the USB-C hub without feeding power into it probably isn't going to damage the switch, but also the switch might not give enough power to the hub either to use it. (also the HDMI would never work without power, as the switch requires external power for this functionality)
Anyway by "basic functionality with the Nintendo Switch" if you mean you just want to plug in a USB-A device into your switch on the go, I would recommend a USB-C to USB-A adapter instead.
