Help me find a CHEAP laptop with these specs (used & Help me find a CHEAP laptop w/ these specs(used / refurb okay)

Currently traveling and need a laptop. CHEAPER the better. Totally fine with used / refurbished machines and anything with cosmetic issues.
Mandatory:
Touchscreen
Backlit keys (with option to disable)
Great battery life
Would be nice but not a must:
It's light weight (but I'm okay with larger screens)
It's thin
Bonus:
Linux or newest Windows (although I still like Windows 7 Pro the best)
What kind of user I am:
NOT a gamer
NOT doing video rendering
Big on multi-tasking so I'll be streaming video in one window, working on a Doc in Open Office, have 4 browsers open each with 10 tabs...so if it comes with a decent amount of RAM or at least expandable memory.
If I can cast to TVs in hotels that would be nice too or I could always hook up a HDMI.
I don't need bells and whistles like finger print scanner or any of that. I don't need the latest screen technology. I'm okay with older machines. I also know all technology loses value over time but it would be nice to get something that's not going to depreciate too much more. For example I've purchased laptops on sale for $300 and sold them for just as much 3 years later. I have not found the same to be true for machines over $500.
Feel free to send suggestions. I am okay with beater machines too! Like I said I'm traveling and need something while I'm on the road (doing everything on my phone is getting OLD and it's probably obvious from the jacked up title of this post).

For great battery life, I think you'll have to spend a decent amount more. The CPU in those older Dell systems isn't as power efficient as the newer stuff. Here's a couple examples:

You're right that 40 tabs in 4 browsers might use a lot of memory. Depending on what's open in those tabs and how actively you're switching between them 16gb could be enough memory, but I can imagine 32gb being better.
