maple is 760/25=30.4
eagle is 660/20 = 33

Supply in this case, the US mint refuses to increase production despite running out every year. It's probably cause the government doesn't want to admit the demand for silver.

Exactly, the blame lies on the US Mint. Supply/demand is what sets the price. The demand may be slightly higher for eagles vs maples in the US, but there's definitely more maples than eagles. IMO this is evidenced by the fact that eagle tubes are 20 and maples are 25.
