I'm using a 5070 SFF with an i5-9500 processor, 16GB RAM and the GeForce GT 1030. It's completely silent when using it. It's a super capable machine that's speedy and reliable. I definitely recommend this.
I don't agree with this assessment at all. I'm very curious what you expect to be doing with your desktop in 4 years that this wouldn't be able to handle, especially if you're going to put in an SSD (m2 or SATA, doesn't matter) and an additional 8GB of DDR4.

In my office I have a 14th gen i5 and a 4th gen i5. Both have SSDs and 32GB memory. One has a GT1030 and the other a A380. I don't ever feel inadequate using either, and I'm a professional developer.

Yes. These machines can be upgraded to a maximum of 32GB of RAM. You can also upgrade the hard drive to an M.2 NVMe SSD

Do these dell/Lenovo/HP small form factor PCs use standard motherboard sizes? I.e. can you shuck these and put them in another mITX case?

Are any of these Dell refurbs capable of 4k h.265 video editing?

Looking for a SFF or MFF that I could edit my action camera footage.

Yes, the SFF case can accommodate for one 3.5" drive. Although there is a chance the unit may not come with the 3.5" drive holder. You can purchase that for cheap on amazon though.

In a machine like this, is it noticeable if you use 1x16gb memory in single channel vs 2 x 8gb in dual?

Struggling to justify spending the money versus the 7500 system I already have. Planning to set up for Jellyfin.

So admittedly uneducated question, what's the real world performance/functionality difference between these and the refurbed 7060s with less powerful processors and higher price? 🤷
