The 4060 barely, and I mean barely, beats a 3060.
The 4000 series cards were a huge disappointment. Other than low power consumption they're not worth the upgrade

If you're just using it for media, an all in one solution utilizing a full desktop PC isn't very efficient these days. Consider that there are $20 media boxes and most TVs have built in hardware capable of decoding full 4K while consuming far less power than this system will.
Instead, I'd opt for a server/client setup, especially if you're talking about hosting your own media.
One of those mini PCs with a large external hard drive and a $15 composite to USB capture cable would get the job done without running up your power bill.
If you did want to use a desktop, you'd still have to get a larger secondary mechanical drive for your media. Putting it all on the SSD will shorten its lifespan significantly. Also, don't forget to make backups or opt for a cloud service.
