Getting the full game and DLC for it at $5 and change is definitely lowest.
If you also want the Yakuza games from Kiwami to 6, they are also heavily discounted on GMG. Steam logged lowest prices at $6 each for 3/4/5/6, but Kiwami and Kiwami 2 were $5/each on Steam.
Yakuza 0 isn't discounted by much currently (so it's still close to MSRP at $20), but it last hit $5 in April of this year, so it has a shot to discount that low again.
So you can get Yakuza Kiwami thru to Y:LaD (Legendary Edition) now for $38.04. Once Y0 discounts to $5-6 again, then go for it then.
Now you might be asking, do you need Y0 to enjoy Kiwami thru to Y:LaD?: No. It's a well structured prequel that focuses upon Kiryu and Majima, both of which you will start encountering in Kiwami anyway. And it came out years after we began getting the Yakuza series releasing mainline entry after mainline entry. It is very good, but not required playing to start Kiwami and onward. Hence...you can wait for the deep discount on it later.
