These are steel inside right? So they can be dropped from waist or even over head height? I just want to make sure they arent cast iron because id imagine those cant be dropped.

They are rubber inside, the only thing that is steel is the hub. I'd recommend spending a bit more and getting the Color coded set instead of the Black set.

The diameter is the same because these are bumper plates. They're made to be dropped but these probably wouldn't hold up well to continued abuse vs high quality bumper plates.
