I received both 25% cb in my PayPal account today. This was for 2 orders made around early September so it looks like about 60 days for it to go off pending status.
For clarification, I purchased a MacBook and an iPad from Costco.
You should first be aware of how it works. When you place the Costco same day order, the tip you select cannot be reduced after you place the order, you will be charged whatever dollar amount of that tip on order submission regardless if they have all the items or not. After delivery, you can add an additional tip. I mention this because I've placed orders where several items were not in stock when the shopper gathered the order so my order total went down but my tip amount stayed the same since the original tip amount is fixed after you submit the order.
So for me, I choose the lowest % tip when I place the order and then add to the tip after delivery once I confirm the total of the items I actually received.
Just an FYI the driver is doing the same work if not more when an item is out of stock. If they do their job properly they have to ask staff if it's in the back and search around on all end caps when something isn't where it's meant to be. It's not really fair to reduce the tip because the item is out of stock if it truly is. If the shopper seems to just be being sloppy and not offering replacements or sending pics of what is available then fine enough to reduce tip. Or in your case 'not add what you would have. I do Uber so customers can reduce the tip and it actually gets reduced automatically for percentage tips when an item isn't in stock and it sucks for us when we don't get paid the original accepted amount. We're doing the same work if not more and still driving to your house. And that's the biggest factor for us. It's not like the trip gets shorter.

I am still waiting on rewards from my Mar 12th order. It still shows pending. I know they mentioned it can take up to 90 days but I got rewards from many orders placed later.
