A number of reviewers reported rattling noise during operation (which is a valid concern), the fan being noisy at max speed, and not being very powerful even at max (Were they expecting a full size tower fan or Vornado air circulator?). The point of a personal desk fan is to it at moderate speed and a gentle breeze.

Personally I use a variety of $5-8 USB desk fans (non-oscillating) over the years such as this [amazon.com], this [amazon.com] or this with 18650 battery but doesn't tilt [amazon.com]. Energy use is extremely low (1-2W at low-medium speeds vs. 10-15W for most AC fans at low) though long term reliability is hit-or-miss (some start to rattle after prolonged use probably due to plastic deforming over time). They are great for cooling hot/warm food before putting into the refrigerator, or defrosting frozen meat/food in 30-90min while using <1% the energy of a microwave, or waiting hours on the counter w/o fan.
