Pay as you go will not combine with any unlimited plans. It kills the unlimited plan & you lose any remaining value.
It depends on how you combine/transfer the service. If you activate a 24GB unlimited plan phone bundle by keeping an existing PAYG line, there have many reports that the buckets got combined and service extended. (unsure about the other way-PAYG to Unlimited).
If you combine service of two active lines, one PAYG and the other Unlimited, your balance is likely to show two plans (current plan-unlimited and other plan-PAYG) with two expiration dates. Current plan is to be consumed before other plan kicks in.
I activate new phones with a new number, then I call 800-867-7183, press # 2 to talk to a Spanish speaking customer service agent (they speak English as well). Ask them to transfer (combine) all data, minutes, texts, & service time to your old number.
If you talk or chat with the Indian CS agents they won't do this! They use to, but stopped about a year ago.
Make sure they understand you don't want the number to transfer. Emphasize this point.
Screen shot the balances on both phones before you do this so you'll know what the result should be.

If the slightly less crappy phone is inactive, simply activate one phone in this bundle, then DIY to move the service.
You only need to contact CS to combine two active lines, and it's a little more complicated but not hard. Here's my post on how to do this.
While unlocking time is 60 days the line does not need to be on an active plan the whole time. Many of us have unlocked other Tracfone/Total Wireless/Straight Talk phones after purchasing/activating a 30 day plan and waiting for 60 days - some have also reported keeping the phone active for only a few days & phone still unlocked at 60 days. Plenty of info in other TF threads.
I purchased an iPhone without service directly from Tracfone and activated it by service transfer in June. TF policy changed in July. After 60 days in August, the phone was still locked and TF refused to unlock it. It didn't matter showing them the policy in effect at time of activation or filing FCC complaint.
