Intel may have "fixed" their issue(s) with Raptor Lake CPUs going forward, but that "fix" does not undo damage already done to the CPU.

Unfortunately only one NVME slot on the motherboard. Could use an adapter to use with the PCIE slot(s)

I was lucky to nab an HP Envy TE01 12th Gen Intel Core i7-12700F, 32GB, 1TB SSD, NVIDIA GTX 1660 6GB for $450. They'll probably go down in price by next year but I feel like 12th gen systems are far and few because those were released in the supply chain dark times. Especially as Win11 capable systems dry up before Windows 10's October 2025 death. As a Dell Optiplex main I was surprized to see so many BIOS updates on HP's support page for that system for all the SPECTRE mitigations.
For what it's worth I do avoid VIP Outlet becuase of missing parts for sound bar systems in the past. I doubt you'll have missing parts on a computer though. Their returns are easy, just a let down I had to haul a huge system to ship back.

Besides, there's a strong likelihood that the "refurbishment" was simply to apply this BIOS update as a catch all.
Even if there ever was an issue, getting a new processor puts you well under what the MSRP is for this system.
