The most popular usb controllable option to add rgb, as of this writing, seems to be the Razer Chroma which is $40 more + Dec 13 - Jan 15 delivery on Amazon. if rgb is a requirement, you will need a hub if you choose to get the hdv/m.2, as you said
in your case, just get the pro rs, but, if your son will be needing wifi, you'll also need to get a pcie wifi card or a m.2 wifi card with antenna
if wifi is needed, i'd suggest just getting the pro rs wifi

it's 129.99, but you'd probably end up spending around 15 or more for a decent wifi kit, but at least this is already installed in it, along with in the i/o shield
there are other b650m wifi motherboard options for $10 less, but they are much much worse overall
the only barely acceptable one with rgb and wifi already is the pg lightning wifi for 120

i'd not recommend this one at all, it has a worse vrm and vrm heatsink
pro rs is probably the best "cheap" b650 boards out there, only reason to want more than it is for aesthetics, maybe overclocking, and other board features
for most users, this is the most you'll need, and it'll be able to handle all of the future am5 chips as well (probably)

A lot of cases have basic fan/ARGB hubs included, so it can be added with little to no extra cost.
