It appears to be market specific. This market I'm seeing this in is the Western Michigan market which has two competing fiber providers, and 5G home internet from t-mo and AT&T. This market has also been upgraded to mid-split, meaning that the top-end speeds are 2+ gigabit and that all tiers have been bumped up one level from non mid-split markets.
OK, this was getting a lot of downvotes, and the information on their website is super confusing, so I called in and the rep clarified the details for me ... I don't want this to get buried for people who have it available in their markets.
- For the first year, it's $25/month plus $2.31 in taxes on the phone line
- For the second year, the additional mobile line discount expires and it's $65/month plus tax.

The deal will show $65/month when you check out, but the small print lists an ADDITIONAL $40/month in discounts that will be applied once the unlimited data activates FOR THE FIRST YEAR ONLY, making the final price $25/month for the first year as advertised.
Over the course of the two year contract, this averages out to $45/month plus tax for gigabit, wifi equipment, and phone. If you add xfi complete (and with a 1.2TB cap, who doesn't?) it'll be $55/month.
