This…is an astronaut pen. It writes…upside down. They use this…in space.
haha, well 99.9999% of people who buy the pens are not astronauts, and use it fine here in Earth .
They like the gimmick that it can write under any condition (upside-down/cold/hot (-30F to 250F)/pressure/under-water/over-grease). Kids love em and some industries need a pen like this like people who work in cold warehouses/storage.
Wasn't sure if you were familiar with them. I personally like gel pens alot more, but still have a few of these ballpoints.
i found this info about Rite in Rain, im not sure about the refills being swappable: but i would guess yes based on bolded statements:
"Fisher makes RiR. The ink formulation is a little different. That's cause RiR pens are more spec'd to write on the RiR paper. The Fishers work for that too, just not quite as well on that kind of paper.
There are other companies who make pressurized refills and pens. Fisher is the most known.
Which is best is really subjective. I like Fishers and haven't really had issues with them. But you'll hear a lot about them being blobby or skipping. I had the same experience with the other pressurized cartridges. So I'd say try them. See what one best fits your situation. That's the only way to know what's best....
Fisher makes the pressurized refill for Rite in the Rain. The blue in is a slightly different color. Fisher makes some of their pens too.
Other than ink color, the refills are identical.
Rite in the Rain pens use a Fisher Space Pen refill. The refill comes with a plastic adapter that will let the refill work in almost all ballpoints that use a Parker-type refill. It will also work in most Fisher ballpoints without using that adapter.
They are just rebranded Fisher space pen refills. You can get them almost anywhere."

I know you can interchange the pen refills in cheap Parker Jotters like this one:

and Zebra F-xMD (a bit heftier but i like the clicking of the parker jotter more):
