Click on the big "blue HP circle" and it will bring you to another page that has a button that says "view restrictions" .. Click on the "view restrictions" and it will be a combination "IDME page / hp page".. the ability to "register" was on that page.. just followed the accept buttons and I think i had to retype my name and password ..from that page i was able to type in the item again and it showed showed the lower price.
