APPLY HERE [ebikeincentives.org] button above at that time to be put in a first come first served order. The first installment of the launch will offer $3 million to help fund up to 1,500 e-bikes.

Vouchers will be available in a two-tier system based on income. People earning a gross annual income less than 300% of the Federal Poverty Level (FPL) would be eligible for a $1,750 voucher.
People earning below 225% of the FPL or living in certain low-income communities will receive a $2,000 voucher.

2. The Moro is a mountain bike, designed for recreational off road riding. Not exactly what this program is intended for.

While page 28 says you're suppose to keep the bike for 1 year before reselling, there is nothing in the document discussing how they ensure that participants keep the bike for a year. Since there is no registration or license plates required for ebikes in california you are free to sell if you wish.

Bikes reported lost or stolen will need to be documented with a police report made under penalty of perjury.
The implementation manual consistently mentions that fraud of any kind will be reported to the state attorney general for prosecution.

This is just a demonstration project. I'd imagine that if the "stolen" e-bike rate exceeds what would normally be expected, an e-bike registration requirement could be added. Most police departments in the state already have voluntary bike and ebike registration, so it wouldn't be hard to make this a requirement to receive a voucher.
