Yes. If the batteries are too hot (105°F or higher) or too cold (below 40°F), the batteries will not take a full charge. Attempting to charge batteries outside the 40°F-105°F range can result in a permanent loss of run-time. When batteries are being charged and discharged, a chemical reaction is taking place, and if it is too hot or cold the chemical reaction is disturbed causing a loss of run-time.
So it looks like only charging batteries when they are too cold causes damage. I have wondered about that and usually bring my supply of batteries inside in the winter because I thought just storing them in the cold would hurt their lifespan. Evidently not.

I have DeWalt 20/60 Flexvolt batteries from 2017 and do not notice degradation in performance. Unfortunately my charger is rather dumb and does not show anything about charging, like amount of power stored, internal resistance and so on, so I cannot quantify current capacity but it feels the same way as it was when new.

Best to store in temp controlled environment. I store all of mine in the house after losing a few Ego batteries from sitting in the garage. The DeWalt batteries seem like they last longer than all others to me.

I feel like dewalt isn't keeping up with the flexvolt line as much. These make more sense for lawn and garden tools, like the leaf blower which works great. But I'm seeing less tools offered in flexvolt. Purely speculative however.
