Precision laptops are $3,000-$4,000 new. A new model of 3561 on eBay went for $820 before tax. That's twice the price of this post.
I would value the laptop against other options in the current market rather than looking at the original sticker price. Enterprise laptops are very overpriced by MSRP. Even a latitude without any dGPU and has a 250nit 45% NTSC FHD screen with a mere 16GB of RAM can cost $1000, double what you will find with consumer laptops. Enterprises get discounts off MSRP by negotiating with their sales rep, like in a car dealership.

I would not be as harsh as jm89, but I wouldn't say this is a out of the park deal. You should only get it if you know that you can make this use of the GPU, and $400 is the absolute max you want to spend and you prefer the build qualify of a precision compared to the dirt cheap HP Victus that cost a mere $450 at times with a much newer 4050.

How are the batteries on these units? Do they replace them before selling? Or just selling as is?

I've purchased 2 laptops from Dell refurbished without an OS. Both installed Win 10 Pro and was then upgraded to Win 11 without any activation issues.
If they are off lease then most likely they have the associated OS. Try pro first if that does not work try home. 10 pro loaded and upgraded on the one I bought with no OS.

The video card is approximately GTX 1650 territory. Not a terrible deal @ $400

I am not sure these guys do anything to "refurbish" the computers. I think the person who evaluates them must be blind as well. The laptop I received which was in "A" cosmetic condition had significant scratches, a worn keyboard and a battery that was down to 65% of it's life. When I reached out to them, they asked if I would be comfortable replacing them with me new factory parts they would send me. I was fine with that but now it seems OEM batteries for these models are no longer available. They offered me a $40 credit so I could "purchase the part from eBay/Amazon". That is ridiculous as the only reliable, new options I have been able to find are closer to $100.
