Edit: culprit was it thinking the bin is full. If I use the bag it came with it keeps thinking it's full if I use the clips on the rim of it to hold the bag.

I haven't experienced this particular issue; I put the bag in on the clips and it works normally.
Mine works great; the sheet feeder works well, it shreds at a reasonable speed(basically the typical home paper shredder speed), credit card shredding works fine, and the paper/cards are definitely shredded beyond recognition. Also, it's really nice to have a slide-out bin so you don't need to pull the top off to empty it.
This shredder was an incredible deal at this price.
